Why Vusimuzi Matlala Was Moved to C‑Max Prison”

The transfer of controversial businessman Vusimuzi “Cat” Matlala from Pretoria’s Kgosi Mampuru II Correctional Centre to the eBongweni Correctional Facility in Kokstad has drawn widespread public attention and sparked questions about the reasons behind the move.

The Department of Correctional Services (DCS) confirmed that Matlala — who faces charges including attempted murder, money laundering, and conspiracy to commit murder — was moved to what is considered South Africa’s most secure prison on December 21, 2025.

According to DCS spokesperson Singabakho Nxumalo, the transfer adhered to normal operational procedures.

“The relocation of remand detainees or sentenced offenders between correctional centres is routine,” Nxumalo explained. “It is guided by considerations such as security, safety, operational needs, and effective inmate management.”

Nxumalo added that the National Commissioner of Correctional Services, Makgothi Thobakgale, is fully authorised under the Correctional Services Act to approve such transfers.

“Section 6 of the Act empowers the national commissioner to detain an offender or remand detainee at any correctional centre, regardless of the warrant’s language,” he said. “This ensures the department can swiftly respond to security assessments and operational demands.”

Known as South Africa’s super‑maximum security facility, eBongweni C‑Max is renowned for its stringent controls and zero‑escape record since its inception. Inmates are held under tight conditions, spending up to 23 hours a day in solitary confinement. The facility is primarily reserved for high‑risk offenders requiring the highest level of security oversight.
